Topolobampo/Frontera Grill. This is an extremely well regarded Mexican restaurant run by chef Rick Bayless (who has been featured on many shows and has a number of books out on cooking). I had a cousin who worked as a chef there for a while and had a chance to try it out when I was in Chicago last summer and it was fantastic. The food is beyond exceptional, rich flavors, great ingredients and presentation. The atmosphere is hip and classy and it would make for a great sophisticated and romantic restaurant for a birthday dinner. If you will like food you will like this!

If you're looking for more moderately priced places, Geja's is very romantic. However, last I checked they don't take reservations unless you want to go very early. I also really like Naha and Custom House, but they are a little more expensive. Custom House can be very loud, but I took my boyfriend there for his bday a few years ago and we got a booth for 2 so we had no problem hearing each other.
For the extremely romantic, but expensive restaurants, I would recommend Alinea (my favorite restaurant), Tru, Avenues, or North Pond. You will get a fabulous meal at all of these places, and the tables are very spread out. You need to get reservations at these places soon if you want to go on a weekend.
Or you might want to go the route of a more intimate neighborhood restaurant. We love going to Sweets & Savories.
I have also been to some other of the places other people recommended. I enjoyed eating at the Signature Room on the 95th Floor of the Hancock Building. However, that meal is more about the totally romantic, beautiful setting. The food is a little disappointing for the price. I also had one of the best anniversary dinners years ago at Spiaggia. However, recent reports have said that the food is not as good as it used to be. You also get a beautiful view there although the room is a little cramped.

My husband took me to Everest for my birthday a few years ago. Second to the lunch we ate in the Eiffel Tower, this was the most romantic. See below.
Everest is an upscale New-French restaurant in Chicago, located on the 40th floor of the Chicago Stock Exchange building. Both nationally and internationally, it is regarded as one of the finest dining establishments in Chicago.
Although it is owned by Lettuce Entertain You Enterprises, the executive chef Jean Joho has exclusive creative control. Everest is a Relais Gourmand-recognized restaurant, one of the most prestigious culinary recognitions in the world. (Only three restaurants in Chicago have this distinction; the others being Tru and Charlie Trotter's). Joho and Everest have both been recognized by the prestigious James Beard Foundation many times.
The decor is evocative of an aristocratic French club, circa the 1920s, with large tables adorned with white linen. Artful touches are in an art-deco style, further evoking the 1920s feel, enhanced by the pseudo-leopard print carpet. The restaurant's tables are decorated with bronze statues by acclaimed artist Ivo Soldini, while paintings by Adam Siegel and sculptures by Virginio Ferrari adorn the dining room. However, the visual standout is the impressive view of Chicago provided by the full-wall windows on the western side of the restaurant.

The best place for you would be "Gejas Cafe". It is a fondue restaurant in Lincoln Park and is very dark, intimate, and romantic. There are private booths, live music, and the food is great. It's been around for many years and they know food & romance. Happy Birthday!!

For a romantic dinner I save going lower back to Gela's Cafe in Lincoln Park. that's a fondue eating place very dark with curtained cubicles. Plus stay guitar music etc. counting on lots you spend on dinner you may then take a horse drawn carriage journey with the aid of Lincoln Park at night. visit their internet site for pictures and menu etc. no count the place you go have relaxing.

It's expensive, but Spiaggia is marvelous. We went there for an anniversary and loved it. It is definitely a grown-up restaurant.
