where can i find a tenon cutter?

Several places on the web sell them but they are not cheap.

Usually people want to cut tenons on dimensioned lumbar. Log furniture requires something different. Try this website... it will at least get you started.

For logs it may be that a two stage process will have to be done; since the suggested tools may do radius cuts; while you may want square or rectangular.
