Not if you ask him as a friend. Just say, "Are you planning on asking anybody you like to the formal?" No matter if his answer is yes or no, just continue with, "I thought we could go together as friends. No big deal, right?" Definitely say WHY you were asking if he says "Yeah, I wanted to ask ____" so you aren't left hanging out there feeling all weird and embarrassed. Go ahead and ask. No harm done.

Well if it's just for the dance, I'd say go for it. Doesn't sound risky at all.
