Can you get an American Notary abroad?
I would like to get a document notorized for the US but in the Netherlands. Is that possible?

Consular officers have the authority to notarize documents. If you are a U.S. citizen, I suggest you contact the U.S. embassy.
The suggestion of a bank, respectfully, is misguided. Bank employees would not be able to exercise any notarial authority they had from a U.S. jurisdiction, as they would be FAR outside that jurisdiction (i.e., a Virginia notary cannot notarize outside Virginia, etc.).

Yes, you must go to the Amercian embassy or to a local vice counsul's office and they will provide you with legal certification. When you go, don't forget your passport!
