You can only do this if the other user allows anonymous e-mail. To check if they do, click on their avatar. In the center of the screen will be a link saying Email {theirname} if they allow this, or the note User Does Not Allow Email if they don't. If the user does allow anonymous email, you can click on the Email link mentioned above to start a dialogue.

Only if they enabled IM and/or email, then you can open up a dialogue with them that way.

it can happen by clicking on their avatar. if they have allowed to IM or email then u can do so on clicking them
