wow, I've heard this one alot!

    7g * 7bp/g = 49 bp

    7 c/bp + 7c/bp*7k/c = 56 felines/bp

    56 felines/bp * 49 bp = 2744 felines total

    7 g * 2 legs/g + 2744 felines * 4 legs/f = 10,990 legs

You've missed out a few important words in your question.

It's supposed to read there are seven girls on a bus. Each girl has seven backpacks. In each of these backpacks there are 7 big cats. There are 7 little cats for every big cat. How many legs are there on the bus?

    7 girls: 14 legs

    7*7*7 = 343 big cats = 1372 legs

    343*7 = 2401 little cats = 9604 legs

Therefore there are 10990 legs in total, or 10992 legs if you include the bus driver.

If your question is supposed to read the way it does:

There are 7 girls: 14 legs

    7 big cats: 28 legs

    7*7 = 49 little cats: 196 legs

Therefore there would be 238 legs in total.
