try it from safemode and run spybot search and destroy ...

Dear Friend.
This message means to me that you have a problem with your operating system. Norton security can not help you in fixing this problem I advise you to restore your system to an earlier date. You should restore it to a date earlier than the appearance of this problem. or simply by recovering your operating system. This problem could be resulted by a virus and you should know that Norton security is not the most accurate anti virus program. Me personally i relay on Avast antivirus and they have a free version of it you should give it a try go to avast.com and get it.
