Hello Anthony, all I can suggest is to check the setup within Outlook Express assuming this is what you are using.
First open Outlook Express then click on tools:
Then Accounts:
Then Properties:
Then click on the tab that says servers:
you should see: My incoming mail is a POP3 server.
Incoming mail (POP3): [pop.your provider.com]
Outgoing mail (SMTP): [smtp.your provider.com]
check this to make sure that this is setup correctly otherwise you will get error messages on you screen,

sounds more like a program with the operating system / your provider.
did the email have an attatchment? if it's over 10mb attatchments that might be the problem
do you run anti virus/ firewall? it might have blocked it , if it thought it was a virus etc..
what version of windows do you run?
might be your security settings are too high, thats changed in outlook express .. tools and then security tab.

It is a virus why not use windows live safety scanner and remove it but make sure system restore is turned off before scanning.

don't use outlook its junk try thunderbird easy to set up has less problems than outlook and has better security than outlook.
