80s: Eddie Van Halen for same reason as above and Randy Rhoads because had he not died he probably would have gone down in history as the greatest guitarist ever.
90s: Tom Morello because absolutely NO ONE plays like him.
2000s: Alexi Laiho (Children of Bodom) because he is the best neo-classical style player I have heard since Randy Rhoads. A.J. Minette (The Human Abstract) because no one has better technicality and fluidity thatn him, and he's only 21!

Yes, he played/recorded guitar in every decade since the seventies to today. I can prove it. Queen was from '73-'91. Queen recorded from '71-'98. And he's recording right now (well, he's taking a break for the holidays) on a new album.
