How to turn in a fee waiver form?

I have selected College Board on the Common App as my fee waiver option. I also have asked my counselor to send in the college board fee waiver form but I am sure if she has. What if the application deadline is passed and the colleges still have not receive my waiver form, will they refuse my application?

How do I go back and change the fee waiver option to Other? And if I choose Other, what do I have to do?

Thank you.

Update:

Sorry, mistake in typing: I am NOT sure that my counselor has turned in my fee waiver form or not.

Update 2:

there is phone number to the Common App people. I have sent them a message, and they replied giving me a link to the college board, which is not helping but I am still trying to find out more information. If anybody know anything, please let me know. Thank you.
