On Windows Vista, how to I require a password to download?

Is there a way to require a password when downloading anything? I see where it says prompt, but can you make it require a password when it prompts?

Update:

I have parental controls. This question has nothing to do with parental controls.

    Maybe.

    If you create another USER with reduced privileges, the new user account can be restricted from installing programs. Since viewing a website is a form of downloading, many file types such as .gif and .jpg images will not be blocked.

    There are advanced controls built into the Professional operating systems. For example, Windows 2000 Pro and Windows XP Pro have "policies" that control almost every detail of the system behavior.

    Parental controls can be bypassed simply by using a different broswer.
