Windows Media Player does this, you just have to go into options-rip and change the format that it rips CDs to.

Windows media player can do it. Under "Rip" choose options and it will let you rip songs from cd's as wmw, wma lossles, mp3, wav and maybe a few more. Yuo can also change the burn format the same way by clicking "Burn" and selecting options. If you want a really good free program with no adware that will let you convert music files you keep in your computer and change the bitrate a volume normalization try "Switch". Its free and easy too use. Works great. Just search yahoo fro switch mp3 converter.

Media player can do do it. Somewhere you should see a button in MediaPlayer that says "Rip" click on it and just follow the wizard.
