I keep getting a runtime error when online it says runtime error program files/internet explorer/iexplore.exe. How do I fix this?

You IE software is corrupted. Uninstall the IE and reinstall the browser software to fix it. Since you may not be able to download IE package, you can use your recovery disk for the fix. Or you may download the IE software from Microsoft to the current computer you are using then move the software to the PC that can not open the IE to installation.
