Summer games:
U.S.A.(we rock) with an approx. number of 2216 to 2219 gold medals for the summer olympics. The U.S.S.R/Russia has between 1010 to 1370.
Winter games:
The U.S.S.R./Russia has 217, U.S.A. has between 191 to 193 gold medals in the winter games.
So basically Russia and U.S.A. has turned out to be the top competitors in the world olympics

USA. Lot's of athletes to choose from so not always fair but it's the athlete not the country that is important.
