can the cause of death of be looked up without having to order a death certificate?
and if not, can anyone order anyone else's death certificate? like non-family members?

Some counties have all records on line. There may or may not be a charge to copy or print the document. ALL death certificates are public record unless there is some reason to seal the record. All counties maintain death certificates for public review and copy. Again for a charge. A certified copy of a public record, if needed, carries an additional charge.

A death certificate cannot be issued until either cause of death is determined or they conclude that there is not enough evidence to list a cause of death. That only happens in about 1/100th of 1 % of the cases.
Death records are public information.

death records are public info,usually available for viewing at the hall of records or registrars office.
