Is it just the love they say is not enough of or is it the living conditions? Sometimes out of the best intentions pet lovers keep taking in more animals and it's not that they don't love the animals but they cant manage to properly feed, get vet care and clean up after them all. Then someone calls the state or local authority and says they think the animals are being neglected or that it is insanitary.
Plus that is a lot of dogs & cats and some places have legal limits, or you have to get a special kennel license.
I don't know your situation and if you have a lot of space, a lot of shelter, are feeding them well, getting their shots, get them vet care when they are ill, have these animals spayed and neutered and keep your house and property clean. But even with all that and all the love in the world it would seem like it would just be hard to have enough time to spend with each of your pets to make it well socialized.
I think usually in these cases if there is not actual animal abuse (and I don't think you sound like someone who would intentionally hurt animals) the authorities will compromise with you if you will give up some of them, get the others spayed /neutered and keep very good conditions for the ones you retain. Instead of trying to figure out where to stash them, can you work on finding some no kill shelter to take in most of your dogs and cats? I know it must be hard to give any of them up, but if you can't afford to give them enough time, or if you cant afford to really take care of them, it's the ritht thing to do. Stashing them does not sound like a good idea, you might get caught and they might take away all your pets.
Good luck. I wish you well.
EDIT: After reading your details..... I'm glad to hear your animals are fixed & have their shots, and you keep it clean and have some help from your adult kids. It's hard to give more advice without knowing what reasons the state is giving for wanting to take the pets away... surely they are saying something more concrete than "not enough love". Is there a local limit on number of pets a private person can have? If so, can you get a license as a rescue? You may have difficulty doing that by yourself, but can you maybe work together with some existing rescue or private shelter that could help you do that? They can help to find homes for some, and continue to provide the forever home for those not adoptable. It seems to me something along those lines would be your best chance to be permitted to keep this many.... they could provide an "expert opinion" stating that the animals are well cared for.
If you cannot find any animal welfare org in your area who agrees to that, I think you have to ask yourself honestly if they might have a point. Even with vet care, neutering, and keeping the property clean, I still would be rather concerned about socialization for that many animals. But do they know there are more than one of you caring for the animals? (if that is true, depending on how much your kids help with directly caring for/ training/playing with the animals)

it does sound like you are hoarding!! MAYBE YOU CAN COMPROMISE and turn over some of the animals and fix the others so the population doesnt grow too big again.
No one really needs that many animals. Even a animal lover such as yourself
EDIT** sorry I assumed the dogs werent fix, alot of them are not. If you can show you are able to care for them and are able to afford so many animals there shouldnt be any reason. Have you checked to see if there are any laws on what the max limit for animals is for one persons property. Some states dont allow over a certain limit, because smell and general health start to become a issue!
Do you live on alot of land?? Or small property?? That could make a difference.
I would suggest about finding if you need permits. Maybe as a animal rescue or something, I hope your day goes better!

If the shelter is taking your animals the animals you must not have the proper registration Kennel license,Dogs all Licensed ... or the animals are neglected If niter of these is the case then ask them what to do to be compliance with the state laws to be honest you sound like a animal hoarder and that is probably the reason they are targeting you I suggest you cooperate with the ASPCA and if you take good care of the animals and have the proper licenses you should be fine

If this is a serious question, then I'm a bit concerned for you, especially after taking a look at your other questions, such as "Where would be a humane place.....? to stash a few dogs in the winter when animal control comes to see if you have given them away?" and "How would u kill yourself and why the hell have you thought it out?"

thats called animal hoarding, pretty much, the state shelters see it like this "one person looking after too many animals at once can't possibly be giving each and every one the care and socialization it needs. whether its physical care of the emotional care of the animal."
and in a way i agree, it can be in the best interest of these animals if you giv some of them to a new home so you can focus all your love on a select few that you know you can properly look after.

get a life seriously, how can you really look after that many pets. animals of these types need much caring for. get rid of the lot and go to the zoo more often

you sound like a hoarder......its prolly more than the number of animals you have that is causing them to want to take them from you......someone prolly complained about the living conditions or noise or something and the state found out they were valid complaints
