Business Travel - Can I be forced to pay for it then claim back or should my company pay up front?
Is there not something in employment law (or similar) that states your company must provide you with the necessary tools to carry out your duties?
If your company wants you to travel somewhere for business reasons, do they have to provide the means (i.e. provide train tickets or the means to pay up front for them) or can they force you to get them out of your own pocket and claim on expenses? The latter is a quite unfair way of working - and means the employee must have a "pool" available to loan to the company!
If there is something in law (or otherwise) - where can I find it in writing?

No company has to supply tools to do the job unless the work requires special tools. Plumbers, Carpenters, Electricians all have to have their own tools to do their jobs.There is nothing in Employment Law to cover this, or for the practice of working a week in hand. However, I sympathise with the situation of travel costs you have, and I would suggest that you ask the manager for the fares from the Petty cash and bring receipts for these expenses. Explain further that you do not always have the resources to pay these expenses your self. I am sure he will understand.

It's not law; it's private matter between you and your employer. Most pay the biggies (Airline, rental car and hotel) upfront and have you submit expense reports for the meals and little things. Some put everything on a credit card; some have you pay for everything and re-imburse.
If the situation doesn't work for you, ask your manager/HR people to work with you.
