I can't afford Photoshop. Can you recommend something?
I don't want to download an illegal copy (that would be naughty) but the full Photoshop package is £500 on Amazon.
All I want to do is touch-up some photo's, the odd animated gif and a bit of, well, 'Photoshopping' on some images.
Can anyone recommend a cheaper (or free) alternative? I've seen Photoshop Elements, but I could quite figure out if it was a complete package, or an add-on to Photoshop?

Nah... Download the GIMP - it's excellent.
Picasa for minor tasks.
EDIT: Elements would do for you, if it's minor stuff - it's a standalone, slightly cut-down version of photoshop, and it ships free with printers and scanners.

photoshop elements is a basic version of photoshop. It should cover most all you want to do.
You could also check out The Gimp. It's a free image editor. It's not as polished as Photoshop or Photoshop Elements, but if you're looking to not pay anything, it may fit the bill.

Photoshop Elements is the "home" version - a cheap alternative to a full blown Photoshop.. it used to be called Photoshop LE (limited edition).
But for free Paint .NET or GimpShop
