can a 2008 suzuki gsxr 1000 engine fit into a 1999 gsxr 1000 frame without any special tweeking done to it?

No it would at the very least require A LOT of special tweaking and may not even fit at all. Other than their names these bikes share NOTHING in common. Since '99 the bike has gone through about 5 generations and is changed to some extent almost every year. Race replicas evolve so rapidly that after 2 or 3 years they are completely obsolete and antiquated. Bearing that in mind stuffing an '08 engine in a '99 frame would be like putting a Ford GT engine into Ford Pinto.
