Metaphors are simply symbolic of whatever it is you're trying to represent. It doesn't have to be poetic or anything, although poetic metaphors are certainly nice. Just don't use "like" or "as" - that's a simile.
The eagle is freedom itself.
The moon was the sun's mournful lover (that one might be more like a personification, though... heh).
