Check the PA state police; I believe they reported a few years ago a car with the daylight headlights in use was like 80% less apt to be in an accident

Headlights must be used when driving between 1/2 hour before sunset and 1/2 hour after sunrise!!

In California for the last year or so, we have a law that if your windshield wipers are on, so too must be your headlights. This makes you more visible on dreary rainy days.

NC - headlights on when using windshield wipers. I use them all the time while driving, day or night.

TN You can always drive with your lights on. At night, and when wipers are on, headlights *must* be on.
