whether you have to pay taxes on it or not, it is a great deal! You are getting money for free (well, not totally free, you do have a work and earn a living)! I'm not going to complain if someone is going to give me a decent amount of money.

I assume it is like the first rebate we got when he first took office. We had to claim that money on our taxes. So no it won't be free.
