I lived in Vegas for a year... I'd give Florida a try. While Vegas is fun for rock climbing, camping, getting to the Grand Canyon and ATVing... it is fun even after the glitz of the city is no longer new, Florida (I have visited) and the ocean, the fishing, along with everything else seems like a slightly better choice. Plus the economy in Vegas is a wreck, but if buying a home is an immediate goal when you get there, Vegas has a glut of homes for sale for really cheap. Florida had alligators and nasty snakes, Nevada has scorpions, black widoows and rattlesnakes. Plus those darn "kissing bugs" are kinda awful. You can google those if you care to... Vegas has high in numbers of other people age 30-50, while Florida has a very high percentage of 60-90 retirees. First, go where there is work (which is hard to get anywhere these days). Then look at housing options in that area on your salary. Then look at which location offers the recreational options you most enjoy or would like to try.

It's not an age limit it's an age requirement or minimum age, and you have to be 18 without a parent's consent.

18 I think. But be sure to get one that is going to look good after your skin wrinkles and the ink fades. Also, keep in mind that fads change, so think of something that won't look stupid 40 years from now.

Used to be 80 was too old but I think they changed it to 85, after senior citizen riots.
