Ignition switch. High resistance in the ignition one voltage circuit. Dont replace starter! First put a test light on the starter to ensure proper operation of circuit.

you either have a poor or loose connection somewher in the starting system or your starter is out without performing a voltage drop test there is no way to tell...

most likely the battery cable going to the starter all corroded causeing it not to start.$20
