If you've been self-employed and earned over $400 in any one year, you are way overdue.
You don't "file for taxes" you file a tax return and PAY your taxes.
If you've been flying under the radar for several years and want to make your peace with the IRS, I'd suggest that you contact a local CPA or EA.

The one thing that you have cheated yourself out of is social security when you retire or become disabled. Because you did not pay into the system. And if you're on welfare you must report any earnings that you make to them. So start with them and ask a welfare to work program.
