Usually by the time that you see something white, foaling is emanate.
Is it actually a milky, cloudy discharge or is it the tips of the foals front feet? Once something solid like the tips of the front feet, or anything for that matter, is presented, foaling should progress and be completed within less than an hr, if not and if you know what you are doing, you can help, but it is better to call your vet. Once the foal is born, and if your mare will tolerate it, you can help tear the sack from around the foal's face/nose and make sure that it is breathing, then leave it alone and let the mother clean it and bond with it. Once the mare cleans (placenta drops) gather it up and confirm that it is complete, you don't want any part of it to remain inside the mare, it can cause infection and can even lead to founder.
