The first thing you need is a server or web host to put the website on! Since it sounds like this is for a school project, try searching for "free webhosting" and get an account somewhere.
After that, you'll either have access to an online based control panel through your web hosting company's website where you can upload pages, or you'll have to download a free FTP software (try download.com) which will let you upload your website files.

Do you have a domain name? If not, you have to register a name! Costs about $7 or so per year. Look up, "domain registrar" on the web.
Do you have a web host? If not, you have to arrange hosting. Costs anywhere from about $7 per month to untold amounts. (However, some, like Yahoo!, will pay for that domain name mentioned in step one, above.)
The web host company will give you an FTP address, userid, and password. Fetch any of several free ftp programs like ws_ftp, filezilla, etc. Set up what is called an "account". Name it (whatever you want to call it, like, say, "herbert") and give it the ftp information (address, userid, and password). Connect. Transfer files from your computer to the website.
That's in GENERAL...you need to learn more specifics about the ftp program, depending on which one you use.
Voila!
