Jim Jackson wrote & also recorded and released it in 1927. His version was an early influence on Ernest Tubb. Many subsequent versions were recorded later, including Janis Joplin's version, in which she added lyrics.
Addition: If it wasn't Jim Jackson, then who wrote it for him? I wanna know so I can sleep LOL :)

Ok, I cannot wait to find out the answer on this one. I dont know the Kansas City Blues.
I do know that Jerry Leiber and Mike Stoller wrote Kansas City.
