OK so my sister?
my sister lives in an apartment in binghamton ny
she pays her rent by weekly and all of a sudden out of no where her landlord would not take her first half of the rent for this month and told her he wants the whole months rent today or she has 3 days to move out when this is how they have done the rent for the last 2 months
what can she do about this and can he even do that to her?

since he has made a practice of accepting the rent in partial payments he should continue. Just being a jerk. I work with my renters any way possible. Shame on him. But if he is just a manager and his boss laid down the law. His manager is the jerk.
Plus there is no such thing as a 3 day notice, or being able to remove someone without due process. Scare tactics do work, but they only make the place unbearable to live in.
Tell her to tell him that if he approaches her again, that she should just start yelling for help. This guy is trying to intimidate her. Has he made an advance toward her, or anything said sexual?? Usually when a person changes that quick, there is a reason.

Does your sister have a lease? When does the lease say rent is due? Rent is due by whatever date on the lease. He should have given her a written notice if her rent was late. Also, most states say that a landlord needs to give the tenants 30 days advance notice before an eviction. I can't understand why he would renege on their bi-weekly payment arrangement. I would contact legal aid in the area to see what her options are. In the mean time, advise your sister to put away a rainy day fund and look into other apartments. From the looks of things, this is could get nasty and she needs to be prepared. If it goes to court, and your sister wins, he will not be a pleasant landlord to deal with. He could refuse to renew the lease or reclaim his property when her lease is up. Her landlord sounds like a jerk.
