Definitely not. That's less than I'm making now, my raises generally beat inflation, and I like my job. Then there's the golden rule of government spending - He who has the gold, rules. What are the odds the government won't want to tell me exactly how to spend that $30K? More importantly, the only money the government has is what it collects in taxes. If we set up a program to just have people stay home and collect checks, it increases government spending while simultaneously decreasing the available income tax. Wait! This sounds familiar. I actually wouldn't mind it because I don't care about money. As long as its for everyone, even the people in the government and corporations, CEOs etc.. I want to work is the science field, so I would take a lose in money, but that isn't why to pursue a specific.
Edit:
Those that are saying they couldn't survive are wrong. All the prices would drop to accomadate everyone's survival. I don't see anything wrong with it as long as people get to work in the positions they want. If they can't, then the 30k is worthless because society remains unproductive.

first you will have to define 'rich.'
$30k in the boston suburb that i live in now wouldn't be enough to pay for sharing an apartment and making car payments.
$30k in north carolina would be very comfortable.
it's all relative.
