Late 80s early 90s comedian?

Ok folks, this is a tough one. I'm looking for the name of a comedian from the late 80s early 90s. Most likely it was an HBO Special i.e. it was over an hour long. There werent any audience around, and it looked more like a sketch comedy than Stand up. The comedian is a white guy in early 30s, hes in his apartment, stays mostly on his couch. He's gotta write a report for his boss and keeps distracted by playing music and making fun of Bob Dylan and Labomba among others. At the end he plays a drum solo. The small aprtment looks kinda like the "GOOD TIMES" apartment on the inside. No shot overtakes, the kitchen is visible from the front from the couch. He plays with pencils like drum sticks and eventually accidently throws one of them out the window. I dont know the name or the exact year but this is as much detail I could add. I'm looking for the guy name, the shows name and a link to a clip would be awesome.
