Yea they should and they should name it the Jr Provisional.

...seriously, no. NASCAR isn't a popularity contest. Its about racing and driving skill & high speeds and etc. So it would just look silly if a driver got in a race because of his popularity, seems kinda high-school-ish.

No, Bill Elliott is a past champion so he has 6 provisional anyway. There's too many perks in Nascar, owners points being the worst. Get rid of owner points, it's totally unfair to small teams with a faster car that can't make the race.
And past champions provision should not be allowed but once a month, and not in back to back races. Also, do not allow it at Daytona or at Indy. And, only allow it once a year at any given track.

NASCAR has far too many damned provisionals as it is. Stop and think about it for a minute. The following is a list of provisionals whether they are called provisionals or not.
1) The top 35
2) Past Champions Provisional
A total of 36 driver's are guarenteed a starting spot and seven other drivers need to pray that they lay down a lap strong enough to get in.

No Because look at Jr He is popular because of his dad. He really hasnt shown much off the restrictor plate tracks. I am not saying he wont do better this year he really should. If he cant win in a Hendricks car he cant win at all. Yes he has been voted must popular but he hasnt really challenged for the cup. Just because you are most popular doesnt make you the best

No way. That would be like Major Leageu Baseball letting the team that draws the most fans in a season get a free pass into the playoffs every year.
(Oh wait. That's the Yankees and they make the playoffs every year anyway. So it wouldn't matter.)
