Sites to download free music with out downloading a program?

You should give Jamendo a try. All of the artists on there chose to release their music under a Creative Commons license instead of the traditional copyright license, allowing for free distribution and sharing. It is 100% free and 100% legal.

You may also want to check out a cool blog called Totally Free Music. It has reviews on artists who release their music for free, reviews on free music websites, and even some links to artists giving away their music on their website. Great blog, good resource. Best of luck! =)
