    Different people will have different opinions, but mine is that your best bet is The GIMP (it works on Windows, Mac, and Linux and it's absolutely free) Take a look here: http://gimp.org/

    It's a little tricky to figure out at first, but so is photoshop. I hope it helps! :)

    Also, some may say Paint Shop Pro, but... I've found that I like GIMP a LOT better, not to mention you have to pay for Paint Shop Pro.

    The reason GIMP is so good and can be free at the same time is that it is developed by the community, meaning that the people who make it also use it and if they use it they want it to be good.

    I'd support what others have said about Gimp. Picasa is good but limited. Photoshop is the "deepest" program: there are so many different ways to do things in Photoshop, and so many things you can do, and people are always finding new ways to do stuff and new things to do with it. Experts in Photoshop will tell you no-one will learn everything that you can do with it, but that's okay because it means you can always try different things, play with it and have fun, and maybe discover some new things yourself.

    But I know it's expensive. So if you don't want to spend money, I'd say go for Gimp.

It supports alpha, layer, path ,and the most common editing techniques. Paintstar has many of the tools and filters you would expect to find in similar commercial offerings, and some interesting extras as well.

    The previous answers are all good, however there is another one which is Free & very User Friendly:

    Picasa 2. [from Google] but you have to run XP or Vista.

    You can edit your pictures manually or automatically & it allows you to reverse the changes any time you wish -even months or years later.-

    It makes slide presentation CDs with a click or two.

    I use it for quick editing [& PSP for trickier work.]

    But if you're looking for a good but free program, I think there is something called Photobie ( search it )

    Paintshop Pro is pretty good. Used to be Jasc but Corel took it over.
