Well your problem could be that they are now living in the same house or that If their parents got married to each other and they now are step-siblings. If you look into their list of people that they know and there is a blue icon with a family in the corner of their picture, than they are related and now can't get married. Did the other teen grow up? That could also be a problem - adults can't have romantic interactions with teens. You could use the 'agesimscheat on' code, make the other teen adult, and then try having them interact...
