Most of those terms are from heraldry, the arms referred to a coat of arms, you know those family shields with the motto in latin that old noble families have.
So that would be a shield with a blue background with a human foot stepping on a snake while the snake is biting the heel.

What's to explain? The lines seem pretty self explanitory to me, and if you're asking about the whole weird thing, thats just Poe's way of writing, and you shouldn't read his work if you can't expect some strange lines.
