assuming you have Windows.
Go to a Command Prompt
type ipconfig /release
this will release your ip
If you router is setup for DHCP (auto-assign an IP address), type ipconfig /renew
this will assign your PC a new IP.

The IP adresses assignment is 2 fold. 1. The modem has been assigned its IP address by the ISP (your cable provider). 2. Your desktop and laptop have 2 different IP addresses. Item 1 and 2 are not similar. All IP addresses are different from your angle. For an external computer or ISP, they can view your IPaddress as only one address, the one of the modem.

Your neighbor's router assigns an IP address using DHCP when you connect. And yes, each computer has it's own IP either from DHCP(auto assign) or static(manually assigned)

SOMEONE MAY PUT THEIR IP ADRESS IN YOUR COMPUTER AND YOU COPY IT GOOD LUCK GETTING RID OF IT
