I need help lowering the volume of a neighbor's t.v./ideas for a universal remote?
The condo board sent him a warning letter. His response was to turn up his t.v. The police only consider it a nuisance after 11 pm. My brother suggested TV-B-Gone. That device only turns off the tv; it doesn't lower the volume. Is there a universal remote that works on tvs unseen (brand unknown) that can control its volume? If so, what brand and model is it?

This is a compliance issue and turning off his TV probably would only escalate things. Besides, I don't know of a universal remote that would work with an unseen TV. Many TVs are infrared and need line of sight to work.
Perhaps you should look into some noise canceling head phones? Bose makes good ones.

Sorry, it will not work. TVs use infrared receivers, which means you need a line of sight. IR can't go through walls.
So, unless you can see his TV through a window, and it is close by, it will not work.
