Water: The old standby, dark blue paper with cellophane on top. For ice: White or uncoloured wax. It's got that cloudy, dense look, and is easily cut to size. Craft stores should have slabs for candle making. Or some grocery stores will have parafin wax for canning. For loose snow, soap flakes. For that matter, you could use soap flakes for the ice, as well, just packed down more for ice floes and landscape. (Just a thought - you could do the Artic in summer, less ice, more rock and dirt and little plants.

I would use white felt for a blanket of snow.. then cotton balls or white pom poms for snow balls or even the polar bears.. Water/ice could be clear or blue plastic wrap, or cellofane.. maybe even dust the surface with a few sprinkles of irridescent glitter for the glisten on the snow surface. Have fun!!

For a simple Liquid- Water Surface, use several coats of clear nail polish. For your ice, thin plastic sheet(Like from a store package) with a bit of white glue on the bottom to make it foggy.Snow is easy...Talcum powder!

You could use salt dough recipe diluted down to spread on the shoe box. Use food coloring to dye any color you need.

Just let dry in between adding different colors.

Or use some artifical snow that comes in a can that they usually sell in stores at christmas time.

Get some blue cellophane paper for the water. There

is a product called Snow Tex you can use for snow.

Use coarse salt for the ice.
