Federal, Government, State &, City Which pays the most and have the best overalll health benefits!!!?

Hello, can someone tell me in "Detail" who pays the most and have the best overall health benefits/401k for non-military workers who works for the Government, State or, City? How do you go about getting these types of jobs? I have a Masters degree in Criminal Justice but I don't have any experience in what I went to college for. I am 45 yrs. of age and desperately need an excellent paying job with excellent health and dental benifits so that I can pay back a $60,000 student loan, and still be able to take care of my family as well as pay my bills. Please, can someone be so kind to want to help me get on the right path??? I have been making $15,345 a year for the past 23 yrs. I desperately need to do much better than what I am making. I want a better quality of life and deserve a better quality of life but because I have no experience in what I have my degrees in, the doors keep slamming in my face! Could someone who is serious please help me with your advice??? Thank you!!!

    At 45, you can forget getting into most federal law enforcement investigative jobs, most have an age limit of 37-40. I'd say join a local police department. You'll get a pension and while you won't be rich, you will make a decent living.
