Can i block another users from entering their account?
I dont want a user accesing their account and i dont want to change their password or delete their acount.

Well, it is possible if using xp pro. I don't have pro, so I'm going off memory.
go to start>run, type "control userpasswords2 ". Click on the "advanced" tab, than click the button also labeled "advanced". In the screen that pops up, you should be able to right click on a username, select properties, and look for an option that says "account is disabled".
I honestly have no idea if that still works, but I do recall seeing that option there before.

The only way to do this, with your stipulations, is to rename the account and set the local policy to not show the last user.
