Right click task bar or press and hold Ctrl + Alt + Delete = Task Manager

By "turned off", I assume you mean "closed". Just push ctrl+alt+del . That's pretty much the only way to open the task manager.

    Ctrl+Alt+Delete

or right click on the task bar

sometimes it will come up by continuously pressing on the space bar - depends what programe you're in

ok when you minimize a window, or program, or folder, //// it goes to your TASKBAR

in an empty spot / on your taskbar do a right click.

then in the context menu(the list) that pops up

you will see the words TASK MANAGER (click it)

if you do not see task manager here

then you need to put your system into administrator mode

ok first you need to know what name/ is on your current account/ to find the name/ on your current account click the start button/ at the very top of the window that opens here/ is your current account name/ remember your account name(for next step)

    ok(next step is)

    click on start/

    then control panel

    then user accounts/

    then click

    change an account/

then find the name i asked you to remember/

    click it

and then it should say your name/ and that you are the administrator// then close out this window// then it should be ok
