The best price you always will get through your tour operator in your home country. If you book a package (round trip and hotel) it will always become cheaper than booking a flight and the hotel separat.

Travel agencies and tour operaters "buy" rooms in hotels in advance already for a certain price which is much cheaper than booking a hotel by yourself.

I am talking about own experience because it belongs to my job to book hotel rooms here in the UAE for foreign guests. If these people would book their stay in their home country, it would be much cheaper.

dubai does not really cater too much for budget hotels. Will be mainly found in the old down town area were most of the higher end workers may stay. Generally you get a better deal if you book your hotel and flight together. Check out the sunday papers travel section and the airlines themselves. If you want budget winter sun go somewere else. Greatr place to live and work but too much construction, expensive food for normal travellers. good luck. ps avoid jul/aug/sept far too hot.
