inside the command prompt/MS-DOS window, on Windows XP, is the script "IF runtime(or system runtime) equ 1 hour shutdown -f or -s or -t 30"
or nething of that sort, i think it's be a very funny prank to pull on a friend, but i'd like to know if my reasoning behind the program is allowed in MS-DOS
ok so with that initial answer, if this won't work as phrased, does ne1 know the phrase needed, or if there even is 1.
if not does ne1 know a simple coding app. that could allow me to write such an if then function.

You seem to know your IF-THENs, but no, I don't believe MSDOS will recognize that, as you typed it in there.
There's other applications that can do such a task though, that will even run stealthfully on the computer. And you miiiiight even be able to do it using the "scheduled tasks" feature in XP....I think.
I dunno how to specifically, but I know it's easy than what you're trying to do, and I know how you phrased it won't work.
