What jibbar said should do the job IF you guys are using the same exact computer but if your system started to slow down after they downloaded stuff, and never went back to its normal condition, they might have unwillingly got the system infected with a Trojan or Worm which is very common with Internet file/music since they come bundled in a hidden way.

IF you guys are using separate machines, then you will have to do what he said on the machine your little cousins are using and make sure they do not see you doing it or know how to change it back, etc.

In Internet Explorer to add a site into the Restricted Zone > go to Tools > Internet Options > Security > Restricted Sites > Sites > Add.

Make sure that the security settings in the Restricted are set to "Default" or higher.
