I'm going to disagree with most here and say no. If you go back to your basic biology, you will find that sex is an act which can lead to reproduction. Intercourse fits this definition, but what we all oral sex does not.

In addition to an extremely different risk of pregnancy, there are different risks of catching different VDs, as well as different emotional issues with this type of activity. Loosing ones virginity happens when one has sex- intercourse, not oral sex. Laws and religious attitudes also sometimes differ between these activities.

Many studies about sexual behavior are skewed by the fact people have different definitions for what sex means. I wish we would come up with a new term for things we consider non-intercourse sexual activity which did not include the term "sex" and things would be much clearer. For similar reasons, I think we should use the term "gender", when talking about male or female instead of sex. Confusion results from using the same term to mean different things I'm sorry, but fellatio & cunnilingus are not the same physical activity as sexual intercourse and we should not say they are.
