How does the NBA rank teams within their conference?

I'm a Rockets fan and I don't understand why Utah is in the number four spot with a % of .627 and 4.5 games back while Houston hangs in seventh at .655 and only three games back.

    Utah is a Division Leader. The first 4 seeds go to the 3 Division leaders and the 1 team in 2nd place with the better record than the other 2nds place teams.

    Houston is in the tough Soutwest (Southwestern?) Division. Can they climb up to 1st or 2nd?

    Utah is currently a division leader(they lead the Northwest), which means they will have at least the 4th seed in the West.
