Ok, this is really easy and fast. U dont need any requirements. At lvl 71 I had full dragon, including full helm bcuz of this. Just go to the lummy swamp and go west till u see swamp tar. Pick up as many as u want, and sell them.

Why do you want money so bad? Money isn't everything on Runescape. It can't get you much of anywhere if you don't work on the things that really matter, like your skills. So work on all of your skills and once you get them high, you should learn how to make a profit of them, etc. But be sure to never beg, as that is the lowest and worst you can stoop down to.
