    Actually I think the correct wording would be

    it was I "who" suggested...

    The correct choice is it was I that suggested. One way to know that this is correct is to place me and I in front of was, since it refers to the personal pronoun. Anyway, it's obvious that I was it sounds better and is more grammatically correct than me is it. In general, use I when it is the subject of a sentence; use me after a preposition.

    It was I that suggested.... is the correct one.

    Ask yourself: Who suggested it? I did.

    Not: Who suggested it? Me did.

    One wouldn't say "Me suggested it". They would say "I suggested it". Thus, making the second one right.

    take out the unnecessary words & see which sounds correct..

    "me suggested"

    "I suggested"

    Following a form of the verb "be," use "I" instead of "me"
