My daughters use Windows Movie Maker to make some great animation videos. They are only 11 and 13 and use this program for all animated school projects. It is easy to use and comes with Windows XP and Vista. They start with Paint and then work the paint pics into Windows Movie Maker. It is cheap and easy to use.

You can also use Flash.
But the images for each frame of animation have to be separate. You can then publish the animation as an animated *.gif fle

you need a GIF animation maker, there are plenty of free demos on the web to download
